Formulate and Implement HR Strategies for the U.S. Region:
Develop localized human resources policies in alignment with corporate headquarters' strategy, including recruitment, training and development, performance management, compensation systems, employee relations, and organizational development.

Ensure Compliance and Risk Management:
Be fully versed in and ensure compliance with U.S. federal and state labor laws, Equal Employment Opportunity (EEO), Fair Labor Standards Act (FLSA), Occupational Safety and Health Administration (OSHA) regulations, and other relevant legal requirements to align company policies with legal standards.

Lead the HR Team:
Establish and manage the local HR team to drive efficiency and service quality, serving as a strategic business partner to operational units.

Support Expatriate and Localization Management:
Manage work visas, tax matters, and cultural adaptation for expatriate employees.

Cross-Functional Collaboration:
Collaborate across departments and engage in daily operations to help achieve business goals.


Qualifications and Requirements:

  • Educational Background: Master's degree or above in Human Resources, Labor Relations, Business Administration, or a related field

  • Work Experience:
    Minimum of 15 years of HR management experience in large multinational electronics manufacturing or technology industries.
    International assignment experience is a plus; must have experience independently leading HR strategies for U.S.-based operations or factories.
  • Legal Knowledge: In-depth understanding and hands-on experience with U.S. federal, California, or Texas labor, immigration, HR, and tax regulations.

  • Language Skills: Fluent in both Mandarin Chinese and English (listening, speaking, reading, writing), with the ability to communicate effectively with headquarters and local teams.

  • Key Competencies: 
    Excellent communication, coordination, and problem-solving skills.
    Strong strategic thinking and execution capabilities.
    Effective leadership, with the ability to motivate and develop teams.
    Proficiency in HR data analytics and digital tools.
